I noticed 4/12/25 that the Open Science and Public Access section - including the subpages of Open Science Announcements, Public Access Plans & Guidance, Submissions for Public Access, and Services for Public Access Collections - has been removed from Science.gov.
The Public Access Plans & Guidance information below was copied from an archived version of Science.gov to provide continued streamlined access to the plans. I have updated dates and links, as necessary, to point to the correct live page where possible. If unable to find a live page, the Internet Archive link is retained.
As of 4/12/25, the White House Office of Science and Technology (OSTP) shows only the 2002 Final Guidelines for Ensuring the Quality of Disseminated Information.

On August 25, 2022, the White House Office of Science and Technology (OSTP) updated its U.S. public access policy guidance [via Internet Archive] to make the results of taxpayer-supported research immediately available to the American public at no cost. Key policy updates include:
All federal agencies with research and development expenditures are subject to this guidance. OSTP expects agency policies for increasing public access to scholarly publications and scientific data be publicly posted by December 31, 2024 and to go into effect by December 31, 2025. Agencies are expected to update and post their public access policies by December 31, 2026 with additional provisions related to supporting research and scientific integrity.
